Genuine question. How can people say that racism isn't a systematic issue in the US?

We had 300 years of slavery, 100 years of Jim Crow, and 50 years of mass incarceration. The original US Constitution said that black people were 3/5ths of human beings. I just don't see how someone can claim that racism isn't a serious historical issue in the US. It's not like all that bad history just magically went away one day.

The US is doomed. Milton Friedman predicted, a democratic country will become more inefficient as the country will become more socialist - as people will vote to tax the minority successful sectors and future voters. Some smaller democratic countries have successfully go through periods of economics diet (Iceland, Germany, Scandinavian countries) to resurrect their economies. But most once mighty military powers or similar intransigent countries faced implosion and/or permanent decline
