When I was at Google (for several years), only the new hire RSU grant details (and vesting schedule) were specified in the offer letter. But I did receive follow-on refresher RSU grants (also vested over time) based on performance — but these refreshers were not specified in the new hire offer letter.

If they're taking about "refreshers" (not the initial grant upon joining), yes, it's pretty normal.

I don't think it's normal to be offered refreshers and NOT an initial grant.
Initial grants and subsequent annual grants (refreshers) are a retention tool. Because they vest over time, you have to stick around to get the money you've earned. If your initial grant vests over 3-4 years, at the end of year 3 / 4 you'll suddenly take a pay cut because you're no longer receiving stock. To prevent this cliff, companies usually give you additional grants each year (that vest in 3-4yrs) so that by the end of your initial vesting period, you don't have that huge pay cut and your comp over time is smoothed.
If they're suggesting you'll get annual grants (which is fairly common), I'd push for an initial grant as well, in writing.

Annual refreshers not being put in writing is totally normal because it’s dependent on performance (both company and individual)
Get at least a structure with a range in writing
