Hello, I am working in HCL Technologiesas L1 resource my CWL is nagpur but I want to change my working location . It was changed a few months back but they have referred back to nagpur again saying because of some policies so I asked for a project change thought it may be useful for location change, it's been 23 months in my current project I asked for release but my sdm is not willing to release. I cannot travel back to Nagpur vijaywada is my nearest location. Please suggest how I can proceed.

Sounds like there is a lack of bench. Depends on tons of factors, but as a first project being remembered as the person who didn't hesitate to jump in and fill the gap certainly won't hurt your career (unless you are totally unqualified for that particular project). Just see how long the engagement will be. If it's 3 years, talk about a plan to transition you to where you need to be. If it's 6 weeks, be the rockstar and network the hell out of the firm to get properly aligned for the next project.

People who say you’ll be remembered: who is remembering you? I’m guessing the SM I declined forgot my name minutes after our call. The firm is big and if you’re declining something you’ll never ever work in I doubt it matters. It’s a bit different if you’re in SAP and decline an SAP manager
How long is the project? I would strongly consider.
Also, everyone talks. It’s the nature of the business. We’re in a relationship field, and we sell people. Everyone trades information about each other.
BTA1, the culture in your branch may be different. Declining your first offer is a baaaaad look from the firms eyes, who need everyone to be billable. This is why you need to network- to get a first offer you want.
BTA1, there absolutely is a blacklist. There are several. Seriously. They say this in orientation.
The project is within my practice but it involves skills I don't care to nurture and the precise engagement work doesn't involve skills aligned with the practice. Let's say, for instance, it's an implementation role and I would prefer not to do implementation. Because I'm being asked prior to orientation, I feel that that is a little underhanded because they know I really have no other excuse to say no. It's just, that never would happen at my old firm and you'd never get made to feel as though you had to take a role but we had options. I feel that while technically I have the option, I feel like I really don't here.
Suck it up. It’s one project. Maybe you’ll learn something and you won’t be pissing off the head of your practice.
D2 I get that it’s not a good look but I’m saying who notices? Not like a blacklist is kept somewhere across the firm. Decline a supply chain project to do a ecommerce role nobody on your actual team will know
I declined first project and had no repercussions, stellar rating and my actual first project was very aligned with what I wanted

I’ll agree to disagree and say yeah declining first project isn’t a good look, worst case someone gets pissed and even emails your counselor, but if you didn’t want to work with their group and end up with the group you actually want then in the long run it’s worth pissing people off you’ll never work with again. OP just read the situation and make a smart decision.
Not sure how the partner and sector lead (partner?) keep getting missed in the replies. They have a lot of power. If it's a sector you want to avoid (eg, public sector), sure, it won't hurt you much to be on their personal blacklist. If it's your practice lead or the government sector lead, there is a lot of visibility, whether you say yes or no. And as D2 mentioned, partners talk. I know someone who was blackballed by a manager - couldn't get work for months, because everyone looking to add him to their project reached out to his former project lead(s). Once he called in a favor from a partner, another partner gave him a chance and now he is seen as a rockstar.
Otoh, I turned down a project before orientation because I wanted to be aligned to my practice. And said as much. It didn't negatively affect my career at the firm. The difference is that I was coming in as an experienced C and the partner reaching out to me was not part of my leadership.
