Depends on the project, some let you charge actuals whenever. Most will want written justification as to what you were doing to need more than 45 hours. And they'll still be annoyed with you.

D6 if the project wants to eat the extra hours, they can. It's unethical and against firm policy to not report actual work on the timesheet. Don't be an asshole to your team and next time try to do a better job estimating effort. Check the methods, they have guidance on effort estimation.

K1, that's what I've heard at Deloitte too, hence my firsthand experience of reporting being asked to deviate from that. It was asked in an odd way, indicating to me that leadership knew they were being shady, e.g. "can you legitimately back out some of these hours?" I couldn't. I've never heard of this silliness about getting something in writing but I'd be pissed if I was told to formally underrepresent my effort, especially when it affects my utilization, which affects my year end.

We budget at 45 typically. If you bill more it causes us to go over budget. If you bill less we leave money on the table. Bill 45 and you won't have any issues.

It varies. You're supposed to charge the hours your work and they can adjust if they want on the controller side of things. If you are being told differently, project leadership can get in trouble. If you are being asked to misrepresent your effort unless you have written approval, I'd have a chat with your HR partner.

It's interesting to see this conversation because KPMG preaches at the highest levels to charge what you work, nothing more and nothing less.

Definitely charge the hours you worked. The senior manager asked me repeatly to do so...

It should never be a surprise to the PM if you bill over an average of 45.

In other words, you need to discuss with them if it will.

@D3. That's a very aggressive response. I hope you're not calling me an asshole for telling staff to not underbill. I'm not saying you shouldn't bill what you work. I'm saying that if you bill 45 you won't have issues. Calling your leaders assholes for misestimating is aggressive. How many projects have you estimated perfectly? There's two sides to the coin. For every consultant working 60 hours because the estimates are wrong, there's a consultant billing 45 while leaving work for 5:30 and at the gym at noon for Fridays. Keep your attitude in check or you're gonna have a tough time.

D6 if you misestimate, that's on you to eat the hours by talking to the partner about where you went wrong. Advising people to bill 45 regardless of how much they work makes someone an asshole, yes. I stand by that. I'm not calling anyone an asshole for misestimating. Just what they do next. And I think you know as well as I do which side of the proverbial coin lands more frequently.

And you're right, nobody estimates correctly every time. And it's not necessarily your fault either, but it's certainly not your poor staff's problem.

Back on the market and I’m coming to find two things: 1. Less desirable agencies are the ones who want people back on-site soon, with no wiggle room for remote work. 2. These same agencies want to pay salaries based on COL in the city where the agency is based even if you’re working/living from another market in the interim.
