#deloitte india (not Usi) vs #Fractal analytics

My YOE is 8.9 and tech stack is Azure Data Engineer. I am holding two offers one is delloitte India not usi another one is fractal analytics.

Delloitte India offer:
23 as fixed ctc is 27. Designation manager

Fractal :
26 as fixed and 2.5 as yearly committed pay (fixed?) so total 28.5 is fixed.

Could you please suggest which one will be good in terms of GROWTH, LEARNING AND JOB SECURITY? I would be grateful for your help. Please help me.
