Industry standards are improving post pandemic. Demand has increased and hikes are at 100%. And based on skill of full stack development, yes you should ask for 40 lakhs.

Deloitte is a big 4. Also you can renegotiate with Deloitte with the offer you have at hand from Cognizant.
