At your level - your regional service line lead in collaboration w service line lead. You should know this btw if you're going up for manager.
Decisions are essentially made by the consensus panels - which your RSLL and SL leader would typically weigh in heavily on. For SC > M, Depending on if you're GM v. Exp Hire, the question of SL support would be discussed. Typically the only reason a promotion decision might be questioned at higher levels beyond consensus is if you ended up as a "3 and promote".

Thanks @D3. My group is super small, and the RSLL was in it. So if I made it past consensus, then chances are good? I'm still fairly new to the US, this is my first promotion attempt.

What about Con -> SC? Is it RALL and SL too?
D2 - yes, same people. C > SC for exp hires is through your SL. For GM it's considered part of the "continuo career path" and discussed on more of a one off basis. Traditional path of course is b-school and return as SC.
Oka...In tech, you are usually hired as a C and then work towards SC.
