Given that there’s a law against it, I would prefer that people not break that law.
At the same time, my moral sense of harm isn’t really engaged by the idea of a US resident donating to a cause they believe in. Where it is engaged is when foreign state actors, or coordinated networks of foreign individuals, seek to sway US elections or corruptly influence US officials in a direction that serves those foreign interests rather than US interests.

OP - How I feel about a foreigner donating is different then if it is meddling. Meddling involves inferring with something that isn’t someone’s concern. If a foreigner donated $20 to a campaign it isn’t meddling. It is illegal but not meddling per se. However, as it is illegal whether it is $1, $20 or a large sum it shouldn’t happen; whether Donkey or Elephant doesn’t matter.
Not necessarily related but isn't it possible that Russians vote at the poles without ID in places where ID isn't required.
Does the risk of other people voting outweigh the need for people to vote that don't have IDs and are us citizens.
