That's pretty much what senior managers and above do. Never heard that description unless it was a unique role for a certain client.

Absolutely - Big 4 firms have BD roles that are exclusively about selling new work and have nothing to do with maintaining those accounts once won. When out on big-ticket proposals, it’s common practice to pull these teams in. I can’t speak to the day-to-day of these roles and if they have utilization or other KPI’s, but I’ve worked with them day to day and they certainly exist.

They do have those roles, success is measured on sales ( mostly). Comp is heavily commission based.

Big accounts can have ARD (account relationship directors) and they are usually directors or above. Their job is to build a maintain relationship with a client and bring the right part of the firm to engagements. Great job if you can get it

Like business development executives? Yes.

I know EY does.

Yes these are Business Development roles, such as Account Manager and Client Executive. There are no billable hours requirements.

Funny how some firms have analysts at entry level that then get promoted to consultants, and others vice-versa. Wonder if it affects exit-opportunities at all 😛
