Tough to say but I think that's what makes consulting unique. Strategy / ops rotationals or cross functional project manager roles at a company might be similar but less exposure to different industries.

Product Management maybe. It’s functionally not as broad as consulting but you could be a PM for different types of products across different industries.
Not really, that’s one of the main draws to consulting.
The most similar experience I’ve had was a F100 rotational leadership program where I got to rotate across 6+ functions and try lots of different things before settling into a full time role. It was great exposure and really let me hone in on the functional areas I like. Of course you need to be interested in a particular industry / company for that to be helpful.
