People finish a basement without a permit all the time, but I don’t recommend it because you’ll have to disclose it to the buyer with a disclosure statement that improvements were made without a permit when you go to sell. In the current market, that’s not really an issue but if the market softens whatsoever, that will be a turnoff for many buyers who understand the impact.
Other impact is insurance risk. Let’s say a fire is caused by poor electrical work in your basement. If it was done without a permit, your insurance company won’t cover the replacement. Is not getting a permit really worth it?

Generally yes. But a lot of places might look the other way.
Where are you located? Some area are more strict than others.
Are you doing the work yourself? A bunch of contractors’ trucks would give it away if you’re trying to do it without a permit.
Is there electrical or other work (that could be dangerous) involved? If yes, get a permit.
