Political. But also depends on whether you think utilization is an appropriate metric
Political. It's all about who you have convinced you are good at your job.
Political. It's a gladiator fight where the strongest CC (usually an SM/MD) wins. The best CC's give the best advice and teachings on how to position the counselee for a better ranking, rating, whatever they want to call it
At some point, political and meritocracy are closely related. After all, this is a relationship based industry. As an SM, I might give better opportunities to those I like the most. But those people wouldn't have been on my radar in the first place if they weren't top performers & earning everything that comes their way. Anyone leader who takes one without the other is only going to hurt themselves in the end.

It's naive to see this as a dichotomy
It's the same everywhere...if you get a good rating it's meritocratic, if you get a bad review it's political.
Some of the worst employees I know (who I've done project with, so I know their work quality), think they are hot shit and politics is what keeps them back.
