Absolutely! Let the partner cut your hours down, if needed, but it’s expected when you’re getting up to speed on cases.
Hell yes, you do. The first 6 months at my new firm were the highest I’ve billed except for trial months. Let the partner cut them down, but absolutely make sure you get credit for the hours.

This really depends. Most clients won’t want to pay for someone to get up to speed on an ongoing matter (sometimes they’ll allow for a a set hour or two, but that’s about it). The firm, however, may let you bill for it and just write it off so the client doesn’t pay for it. You’ll get credit toward your billable hours minimum but it won’t ever get collected (too much unbilled/uncollected time can tank your realization rate, if that’s a metric you or your firm care about).
Typically whoever assigned you the work should tell you and provide any necessary billing guidelines.

I just started a new small firm and I am billing for everything with the understanding that the partners will cut a good chunk of it. It’s a good way to let them know that you are working and it will give them the opportunity to give you some input on your billing entries.
