If you are looking for career growth you might want to factor the fact that Microsoft for example has been shipping software for more than 40 years. Amazon has a pretty long track record of continuous innovation. Pretty much anyone doing cloud scale services is in Seattle. There is a lot of deep experience in the area that provides some technical career growth opportunities unique to Seattle.
Contrary to popular belief, Seattle does have way more than just Amazon and Microsoft, but still, not as much as the Bay. However, there's no income tax in Washington, COL is a lot lower, and even though salaries might be a tad lower, don't think it low enough to say that you'd be better off in the Bay
Seattle is nothing to sneeze at with tech industry presence, but I haven't seen anything to indicate it passing SF. Tons of people moving out of Silicon Valley, but most companies are staying, and those that are moving out are spread across many regions.
The sheer volume of companies in SF is way more than is in Seattle, so you have a much broader range of choice in terms of what company/type of company you would like to work for. Seattle has made a lot of progress in the past decade or so, but I think it's still nowhere close to what the Bay Area still provides in terms of opportunity

To me opportunities are close to where the HQ of the company is! You have more chances of working on core business
