Always charge for every hour you work. Why donate your time for free? They are not feeding starving children. Besides, the hours you submit are used by the agency to bill the client.
As far as permission, it depends on the agency. Usually a little bit over is fine, but if you’re looking at 10+ hours, you might want to talk to your CD first.

My agency doesn’t pay overtime. You get paid a salary (not a great one), and you’re expected to work whatever hours needed to meet deadlines. I thought this was normal, but maybe it’s not.
Mentor
It depends if you’re classified as exempt or not, and what state you’re in. I’m not 100% clear on American rules around this but I know that classification is important. Read your contract.
