I’m in favor of “no,” but am curious as to why that’s changed. Is it just a symptom of an email or LinkedIn message taking it’s place? Or have we come to realize how utterly useless of a metric it is to evaluate someone’s worth?
I just applied to go brand side from agency side and one of the first things the in house talent person said to me was “Your cover letter was so beautifully written.” Until that moment I thought nobody ever read the cover letter. Needless to say I got through that interview and within 4 days met the team this role would be on. By day 4.5 I had the verbal offer. Based on my experience cover letters do matter.

An application form that basically asked you all the stuff you might put in. ‘Why you, why them and this particular job’. If that’s covered, then no.
A recruiter involved. Then no.
Otherwise, yes.
