Do you negotiate offer letter items with a “Hiring Manager” or HR? Call came from manager but letter from HR followed. Not sure where to go from here, but I definitely want to talk through a few points.

At least at my company, HR is the point of contact for negotiation but all decisions, including comp, etc., flow to HR from the hiring manager (with HR giving guidance on recommended pay within ranges to the hiring manager, with the hiring manager having a certain amount of flexibility, but some asks may require additional approvals—including by HR).

How do you deal with the stress of waiting to hear back about a position that you interviewed for and really want? The interviews all went well with the most senior person even talking about how excited the whole team was about you and how they felt you were a great fit for a variety of reasons. Then said they look forward to talking to you soon. BUT you have had this happen before and been ghosted. AND they are still interviewing another candidate.
