You can say you have a lot to do, but if you can get everything done you shouldn’t have heartburn about what other people are doing. Your manager’s utilization isn’t yours to manage or really care about, whether it feels unfair or not. Do the work you’re assigned and if you’re getting into overtime or getting overwhelmed, say you have no bandwidth. Don’t look at other people’s utilization and compare yourself. There’s always someone who puts in less effort at a higher salary
Agree with your latter point. Put your head down and do the work. I never understood this view staff/seniors have, you’re lower on the totem pole. Your rate is lower so it makes sense for you to do more monotonous stuff. Your manager earned the right to shift stuff she/he doesn’t feel like doing to you, because she/he did it in the past as well. How about stop worrying whether it’s fair or not and what their utilization is, and rather look at it as an opportunity to impress them with good work and earn more money? How about being grateful you have work and are not at risk of getting laid off like a lot of people who are on the bench?
Just this morning I got an email from a partner asking me to send them a file they could easily find on our shared folder (which honestly would be faster than firing an email to me). Did I sit for a second and think about how ridiculous it was? Absolutely. Then I send the file and let it go. Because at the end of the day, the people who make the most money in this field are those who can take stress off the plate of their superiors and clients.

Managers should have lower utilization than seniors.
Depends tbh do your average number of weekly hours and if you start working more than that let them know you’re at capacity. But managers should be doing less work and be focused more on managing.

If theres a tight budget, manager would probably avoid doing the work that you should be able to do. Unless you are overwhelmed with work i don’t see what’s wrong with you doing the work and Manager reviewing.
Managers have lower utilization targets.

Managers and directors don't have lower utilization targets so they can work less hours than seniors. it is because they spend more time on admin, proposals, client relationships, internal trainings, etc
