Nope. And the reason is it depends on variety of other reasons, unless it's a start-up any big companies has lot of other factors to consider in order to nail down to specific individuals.
I have been an organisational design optimization consultant for long, and i know from first hand experience that while during the initial diagnostic stages, high salary individuals are easily identified as potential targets but it never goes down like that when it comes to implementation. And there is a reason to that:
1) Their is a reason you are being paid more, unless the reason for hiring someone with more money was to close a position asap, every other factor will work in your favor.
2) if you are a highly paid employee but hold key/critical role (could be position, client relationship, SME, etc.) And the chances of the business being impacted are higher, more likely you will be retained.
3) This one from first hand experience on leading workstream on a project for a client, where they laid off around 5K FTEs globally and i knew the exact employees id to be laid off. The biggest reason that you get retained vs you are laid off, is ease in hiring a replacement. Believe me, if your skills are highly demanded in market with limited resource availability, a company is more likely to retain you. I have seen entire development team being laid off and than replaced with low salaried developer whereas the highly paid product team was unimpacted. Infact at some cases, while all this is happening a company may also give you something extra so that you don't quite out of fear.
In case the company is closing down some entire department or team and the ramp down is part of their cost cutting measures. The above and even few more work drive the decision along with salary.
