Does anyone actually hold a Confidential security clearance? All I see are Secret, TS, and TS/SCI.

In a lot of agencies, Confidential isn't enough to do anything. You need a minimum of Secret to do anything at DoD, State, and DHS. Confidential is usually for less sensitive agencies without an intranet. You'll see them more commonly held by janitorial staff, kitchen staff, ect... It's basically just not high enough to let you do much if anything except access a building, and in many agencies it's not even high enough for that.

You rarely see C clearances, as D2 said.

What you'll likely see, on the other hand, is Public Trust positions--those are a dime a dozen outside of IC/DOD agencies.

Although it was a weird system - they cleared you at a secret level and only gave you confidential privileges, so maybe it doesn’t count. Evidently they do it that way so if they need to switch you to more sensitive work, it’s not a problem.

Public Trust is what you may mean.
