Thoughts on an agency having a candidate do a case study for a Strategy Director position? What have you come across in your experience? Things to watch out for?

I interviewed with a federal agency last Tuesday. Interview was with the director of the office and was told it was a “non competitive” process which I understand means the director can hire without additional ranking, etc. I think the interview went well and I sent a follow up thank you same day. All - I am on a large project (100+ people) a consultant that was combative to me (and in email) and did poor work is now likely going to be brought on to another work stream that I will be tangentially related too. I was promoted to manager in Jan but received an offer with a 35% salary increase and much cheaper health insurance outside the firm. I am 85% sure I’ll take the offer, but wanted to see if anyone could think of acting I may be missing out on by leaving? FYI my inflation increase was larger than my promotion increase and my student loan payments also were stopped since I’m no longer an SA. I think what is holding me back is my guilt for my immediate team but just want to check.

I know a few managers on the team hired in at 110-120 thousand but have also heard I can expect a 5% raise or less moving up internally, which would put me around 25% below that.
