I want to propose more multicultural events to hr and my superiors, but I don't know the proper procedure.
What are the various groups of your diverse circle? what percentages? Do you want to target your events specifically for those groups or for everyone?
For example if a company wants to target specifically to a group of northern Mexican workers, pitching events specifically that appeal to that demographic like a Mexican Regional Band (if we use music as an example) can be done and/or if it involves that particular community and all your other members of your work group maybe a cumbia band which is more more universal, make sure that what you’re pitching makes sense culturally. For instance Northen Mexican like regional Mexican music, pitching a salsa band would sound silly because that demographic doesn't like that type of music. Make sure you understand the background of the multicultural Group that you are wanting to target and why you think it's worth targeting this group. If you have a company that specializes in that area, have them help you put a pitch together. We do Hispanic marketing and events and we normally collaborate with marketing departments to form a pitch for them to present to administration. So finding people that now that specific group helps the pitch and it could help convincing your group.

What sorts of events are you envisioning? Is your company diverse? Why not just bring it up casually in convo and see what kind of feedback you get?
It is always helpful to have the few advocates or people on your team before you pitch. See if you can find a sidekick to join you in the meeting or help push this along internally. This will help you by broadening some of the ideas about good multicultural events to pitch.
Also, if you can pick out a few key dates ahead of the meeting that will be helpful. You can have two dates of events that you really want to happen but show up with four possible dates. If HR passes on to, then you will have two more left.
