You should always bill what you work. If you’re being told to eat hours by your supervisor you need to reach out to your performance management leader/coach/whatever that’s called at pwc
I agree with not eating hours but I don't agree with someone working 8-5 billing 8 blanket hours to be honest. Bill rates are way too high in FDD as it is to hit realization metrics. There is no way you don't check personal stuff (which is totally fine) during the day. I say work 9 bill 8 but maybe I'm old school.

Was always below the target levels due to eating hours at PwC, and it never impacted bonus or rating. Like someone else said I think they weight the actual performance more.
Not pwc but I'd think in general your reviews matter more than straight utilization- if you're doing well on your deals, nobody really cares as long as you're semi-actively seeking work when you're available (at least reaching out to get picked up)
OP, you will get better answers in the PWC bowl, but K1 is correct with the exception you should be going to our ethics hotline if someone is telling you to eat hours. There are many things this impacts on top of client billable utilization, ie our retirement vests based on hours, so vesting can actually happen early.
