What if it's firm initiated? Pay cut still? My guess is yes but they would pay for relocation to "balance" it out
^tell the firm you won't move unless they keep your salary. They're not gonna fire you over it.
They won't lower your salary. If you choose to mice to a higher COL area without it being initiated by DT then most likely no COL or very minimal.

I know one person at uncle d that went from NYC to Atlanta and they lowered their pay, so it happens. It wasn't Deloitte initiated, they just wanted to move

If you're coming out of NYC most likely you're taking a pay cut. NYC salaries are just so much higher than elsewhere. Can't have a senior out of NYC making more than new managers in the smaller market. If your pay is outside of the pay bands for that market, they will make you take a cut (assuming the move was initiated by the employee)
DC to Atlanta. Dc COL is pretty high in comparison
