1. Officially you can. You need to through global mobility and they will help with visas (if you need), paperwork and tax compliance documents
2. If you work in the US on a visa and want to work from your foreign home for some time, you would have to go through your engagement and global mobility

Op says - On H1B. Meaning, US payroll but working from a different country. The answer will be NO due to tax, compliance and possible legal issues.
If you meant working at EY outside the US (ie not working remote), I can tell from personal experience that each country has a separate EY entity and P/L. When my US visa ended (F1 OPT), they couldnt do a direct transfer: I had to re-recruit in other countries. My understanding is that you would have to leave your US position and therefore forfeit your H1B status to work abroad. If you meant WFH abroad, check what the policy is. There are likely tax consequences that EY would have to take on so it’s likely to be forbidden, but I knew a manager who worked out of Italy for a month and did so by staying under the radar..
