No, Google’s reputation is a place where people go when they want a cushy lifestyle. Look for bizops roles, most don’t require harder technical skills
There isn’t an up or out culture but large stock grants and raises for getting promoted strongly incentivize performance.
You can perform average year after year and keep your job but you’ll want to keep your performance up to keep with the rising cost of living, and with your peers. I’m not sure raises for average performers is above the growth rate (pre pandemic) of cost of living in Silicon Valley
Also if you do not get promoted within 4 years, your total compensation might fall below when you started since your stock options would have all vested by then.
