Yes. Most companies have figured out that most people have an irrationally extreme amount of job inertia and so they take advantage of this by treating existing employees terribly since they won’t leave. They do have to pay up to bring in new employees though. The way to beat the system is to hop jobs relatively frequently (every 1-3 years). Companies accept that job hoppers will beat their comp system, but accept that as a cost of doing business since they save so much more from shortchanging existing employees.
Yes, especially in your first 5 years. Staying at companies netted me 3-5% raises per year. Switching led to 25-30% jumps each time.

They’re also probably not at good tech companies with decent stock comp that appreciates over time, or they wouldn’t be giving that up every year.
