I live in California on H1B and started worrying about the latest layoffs. what I heard is they need to give a 60 days notice in CA. is this true? does it apply to those on visa?

PSA: I had a horrible experience applying for a job at Devoted Health. Applied online and then got asked to schedule a phone interview. On the day of the interview, I waited 20 min and nothing happened. I emailed the HR rep, he didn’t acknowledge or apologize and just told me to reschedule so I did.
