EB1 only if you are a manager with staff under you (usually who came with a L1A). They can file for any, depending on each case, that includes EB2 and EB3. I think it is after 2 years if it it a L1 visa.
Usually PwC Law files for EB2 most of the times and they can downgrade to EB3 if they want to if they think that the processing is going pretty quick for EB3 to match your priority date with the current date.
