Emphasize the maintenance but bring in the weather and air traffic control in a “I know it’s not your fault but unfortunately adds to the strong on late flights” way. And yes, ask for points.
Weather is obviously not a valid complaint as it’s out of the airlines control. Maintenance maybe, unless it’s weather related (like de-icing). Air traffic control...also out of the airlines control...
ATC is a complicated one. It is partially in airlines’ control. When the FAA puts restrictions on the number of flights with a ground delay program / flow control program, the FAA gives each airline specific takeoff slots to use and each airline decides which flight to use in each slot. Widebodies typically take first priority and regional jets take last priority, both because the fewest passengers are inconvenienced and because regional carrier delays haven’t historically been included when calculating the mainline carrier’s on-time performance. (Though that is changing.) I would suggest trying to fly on mainline flights, rather than regional carriers, whenever possible, even if that means switching airlines, at least when you’re flying in or out of the Northeast where FCPs can be a daily occurrence.
