There are almost always a plethora of people with higher status getting the upgrades unless you’re going to the middle of nowhere or have close to the top status tier.
United Silver is way too easy to get to really get an upgrade. There just aren’t that many seats available
It’s not even a challenge to get to 1K anymore as mikes are no longer the measure just cash and it’s a low $
Essentially there's a list of criteria that orders the list. Something like:
Upgrade waitlist(miles or pluspoints)
Status (GS,1k,plat,gold,then silver)
Business relationship
Fare class
Credit card holder

Rising Star
Don’t bother trying to figure it out. I fly UA and there’s been zero availability for upgrades. All gone to GS or people are just paying the money to get a big front seat.
