Singapore is OK for mid-career desi professionals but you will hit the wall with your career and financial growth after Director level. Overall the economy is fraction of US economy and very few leadership opportunities exist. I lived there for a few years. I made a Partner at a B4 firm but moved back to the US last year. I was making 1/5th of what I am making here in the US. Even after taking tax rate into consideration, my savings potential in the US is almost 3 times more than the US. Of course if you have family related reasons to move closer to India, it could be a decent option. I personally think I would rather live in India if my family needs me to be closer to them.

There is no “transfer” per se but you could try to network with PwC Singapore leadership and join them as a Partner if there is a suitable opportunity. PwC US firm is owned by PwC US Partners and PwC Singapore is such as well. So you would have to withdraw from US partnership and admit into Singapore partnership unless PwC US wants you to go to Singapore to develop something that may help US firm or part of some special agreement (like Trifecta), then it would be a secondment. You will get our comp in the US but live in Singapore for certain period of time but continue to be a PwC US Partner.
Remember first year PwC US Partner can make around US $700K-$750K whereas first year PwC Singapore Partner may make around S$250K.
