I would clarify that with your customer first. Present your concerns and get to the “why” of the issue . Ethical question should have data from all parties wherever possible. Not sure that exercise has happened yet

When you say "available data" does that mean these dummy rows are accounting for real transactions or not? If you are adding rows that show real fast that isn't in the database for some reason then no issues, but if it is just to not skew the data then very unethical.
These rows would be accounting for transactions that "should have been there" in the db but aren't as it's currently designed and would only appear in my dataset query results.
If it sounds and smells unethical, it is likely unethical.

Absolutely not. And if you get strong armed into doing it, then get your concerns and their direction to go against your concerns in writing (email, etc).
