I agree with AC1. Be supportive but make it clear you cannot bypass USCIS rules without jeopardizing your immigration status. As a former non-citizen, I strongly recommend NOT messing with USCIS. At some point, you will be asked under penalty of perjury if you violated your immigration status.

You can travel for 30 days while lca is being filed. If you haven't already traveled to the client site earlier. Just copy the immigration team and the hr consultant on the communication
I would talk to the SM first and explain the situation. If they still pressure you, escalate. D cannot push you to break the law... they cannot retaliate either... if they do sue them and come to PwC 👍
I was in a similar situation and I recall the immigration lawyers told me that I could travel to the client site as soon as the Lca had been submitted - and not have to wait

You can not bill the client but you might bill an investment code for training purposes during ramp up. This might be the case for you. Make very sure that the SM is indeed transgressing before making a big thing that might splash back on you if he was in the clear.
I mean, it sounds like your mind is made up about reporting it to integrity (probably the right move anyways). Stop replying asking for validation because you don't like the answers you're getting.

Agreed and understood. But what if he/ she continues to pester and makes me want to come in for client meetings for two weeks. The city name and hotel charges can serve as legal proof that I was in city of LCA and worked at client site. Thoughts on that? Should I escalate to integrity helpline and report misconduct ?

All- I've been repeatedly telling the SM about the consequences of not having approvals before being deployed to site, but to no avail. Have informed counselor too. Has anyone reported to the helpline for integrity purposes? Any outcomes that you can share?
Don't report to the helpline. Email your SM and say that this could jeopardize your legal status in the Us and that you are happy to support from home.
Say no in writing to the SM. If he pushes, escalate to P/D.
