Looking at some SVP roles for technology / controls in the Southwest region. Glassdoor indicates $185-240k as range base comp, and target of $185-205k for average base. Is that accurate?

I think that's an unfair generalization. Yes, definitely true of some Feds, but a lot of the people I have had as clients were sincerely mission driven and hard working, passionate people.
I was referring to OP's comment, A1. BA1, YOU should care. They take on the often thankless work of trying to serve all citizens, none of whom are ever satisfied, while also being pressured with budget cuts and constantly shifting priorities from whatever former campaign volunteer appointee just rolled in to the most senior role in their bureau/office that particular week.
@CA1 I agree with you, Fed employees work in thankless jobs. When I worked directly for the government, I was working with some of the most brilliant people in my field. As a fed contractor, my clients are pretty legit and want the best solution for the government, but it often comes at the expense of end users (fed employees). The fed employees are pinballs in this machine that get pushed one way and the other with different priorities and technologies (read: brand new, half-baked system every few years to do a process that hasn't changed in decades... this murders productivity, causes undue confusion, and increases saltiness)
I tell my people that they can deliver a perfectly managed Fed project, which is 100% useless. Crap - that actually applies to all of Consulting....

I never said anything about motivation or intention. I'm commenting that you can execute a project which perfectly complies with Fed PM guidelines - and summarily fail to deliver benefits.... and then I realized that that actually describes all consulting :(
Who cares if they're mission driven and hard working? They make something that people don't pay for willingly, except for random guilty people who volunteer to pay more taxes than they are required to.
If they are unhappy that I don't thank them, they should quit. I didn't ask them to do any of that.
