It's a catch 22, you need women employees at attract other women employees - or brand equity if you're a household name. This is easy for the largest banks (Citi, GS, MS, JPM) but not for smaller banks/boutiques.
So either they hire a bit lesser talented female candidates (adverse select) if hiring to a quota (eg >30% females) or "try" to hire the best candidates, which tended to be males since top candidates who were females didn't want to work there.
At least in my experience, the best female candidates have tended to chose big names for the same reasons, either they think a "GS" name looks better on resume when they exit, or they felt there were more females at these places.
