Progression does not equal performance. We need to give more trainings regarding how to give and receive snapshot feedback because nobody seems to get it

It depends what year you are OP. If you're a new hire, then partially at level is expected. Since you're on the same framework as third years, it's unreasonable to expect to be at level as a first year. That would mean you're already performing at the level of a third year...

In that case, you'll probably get mostly partially at level during your entire first year. Don't be concerns, as this is expected. Actually take a second and read through the framework. It's written at quite a high level and most of the qualities that are listed for being at level on the framework, you won't even have the opportunity to perform until your second year.

Also progression is a positive thing so starting partially at level gives you room to improve over the next year or two

Not a major worry, but I would definitely have discussions with seniors about what you need to learn/improve. Show that you want to learn and grow.

If you're a third year associate, then I'd start worrying because you'll need to make up some ground for promotion to senior.

And you'll most likely revisit "partially at level" with promotions. You are expected to take time to develop. Breathe. ;)

How can you be performing at the level of an associate when you have been working at the firm for 2-3 months? You should be either not at level or partially at level for the entire year (including after busy season). The PwC professional and snapshots are the most ridiculous feedback system. No one uses the metrics the correct way (everything is subjective to how the reviewer understands the framework and the leveling). And it basically incentives people to say at level so that they don't have to write any feedback at all. PLUS being "not at level" or "partially at level" is a de-motivator for high functioning individuals who are used to being at the top and are considered not at level just because they are newly promoted. Obviously, I'm not a fan!

Should I be concerned for my career with lack of billable projects? Background: Analyst hired out of undergrad in July 2020. I have worked on 3 proposals in the last 2 weeks, and 5 in the last 2 months.
