I had my managerial round at PwC on 6th April. But since then I haven't got any communication from them, I mailed them on 12th April the replied "They'll share the feedback as soon as they will receive from the panel". (Today is 30 April)
Does it take this long? If no then What should I do?

They will consider your CCTC and not based on when you got the hike. So yes, you can definitely get 30% hike from your CCTC.

I have seen a few HRs asking why do you want 30% when you already got one hike a few months back so how do I tackle such questions?
Why on earth would you want to justify to an HR who is worried that you got a hike recently? Who are they?
Push comes to shove (and I have chewed the ear off one of the HRs who attempted this, so I would not try to 'justify') you can always talk about your internal network that you will leave behind and the additional challenges you will be taking on by re-establishing yourself in a new environment requires monetary benefits to be a key component prior to proceeding given that the selection and onboarding process will require significant time and mental bandwidth commitments from all stakeholders.
Furthermore, based on your market understanding from academic sources A, B and C along with your personal network your understanding is that the bracket for this role is x-y LPA and your skillsets D, E and F will be key additions to the role, justifying your ask to be in the top 80 percentile of the bracket to be considered as the lower end of the spectrum for you to consider.
