In my experience at firms that have util as a key metric, no. I worked at D and several smaller firms that had util as a key metric, and none of them cared about the 40 hour limitation (especially D, it was atrocious there). If it was physically impossible to hit your util target on a 40 hour capped project due to PTO/bench time/etc and couldn't find any other billable work (BD, etc) to boost your util, tough luck. On the other hand, I also worked at BAH and it was entirely a non-issue there.

Giving some specifics on my experience at Deloitte--I was there for a few years and left in 2015. During my time there, I was on 5 engagements and had 1-2 weeks on the bench between each project. If I recall correctly, my util targets were in the general vicinity of 90%, though my memory is definitely a bit foggy. At the time, at least (don't know if it's changed), util was calculated based on 2080 hours, so firm holidays counted against your util from the get-go. My first full year at the firm, I had 3 weeks on the bench, 2 weeks of firm holidays, and 1 week of mandatory training while on a project; while I was staffed, I was on 40 hour capped projects. As such, my max billable util not counting billable firm initiatives was 88%. I was able to eke out something like 60 hours of billable FI that year, so I was able to use all of a whopping ~1.5 weeks of PTO that year to scrape by with the bare minimum 90% util. It didn't help that my first two counselors were absolutely awful and provided zero support when I approached them for advice or guidance on how to address the utilization issue (among other things; they were legit the worst two counselors/career coaches I've had in my 15+ year career by far). My third counselor was great and would've backed me at consensus no matter what my util was, but by that point I was mentally exhausted and looking for exits.

Yes-it’s a factor that is indeed considered, and there are creative ways too to mitigate.

The answer from leadership is always to find surge work or a funded firm initiative. But there’s not nearly enough of that to go around. So ultimately the client and leadership are satisfied with their metrics, which is great! But there’s no serious accounting for junior metrics.

Dan said that you could talk to talent about this, but I’ve never heard of anyone getting their goal adjusted. Don’t take a project with a 40 cap.

Yes. You need a good coach to defend you and explain your story. I was able to get promoted last year without making my utilization goal due to the shutdown. My coach was able to highlight the things I accomplished outside of utilization. I wrote up a detailed explanation for why I wasn’t able to make utilization. My project is also special because I can only bill on-site.

You can absolutely do like most and pick up gigs. It shows the difference between someone who accepts this is as a challenge vs works to find a way around it. The MyGigs platform should be a huge help to this too.

There’s literally a rationale selection that your coach makes if you were under utilization - one of the options is that your project caps hours. That being said, the D expectation is that you’ll find other means to get the other 3.5 hrs (average) billable hours per week
