i don't think that's a thing. when people say "billable hour requirement" they mean for a bonus. what would the requirement be for otherwise? to not get fired?

It is a thing. The requirement is a baseline expectation meaning that if you fail to meet it you are underperforming and would be talked to and yes, fired if you don’t fix it. While someone who is between that minimum and the bonus minimum just won’t get bonus but isn’t necessarily underperforming.
We technically don’t have a billable hour requirement to get a bonus, but we are expected to bill on average 180 a month. The day to day is probably the same as forms with a stated hours requirement, it is just more flexible at the end of the year for the firm to be able to say yes you get a bonus because you do good work, rather than you get a bonus because you billed X number of hours
