For the past year I have applied to in-house positions without so much as an interview. I review the job descriptions to make sure my skills are transferable, tailor my resume to the required skills and when possible, provide a cover letter indicating why I want to move in-house. For context I have about five years of insurance coverage experience. Is there something is am missing? Any advice from folks who have managed to make the move?

If I was in your position I would try getting some resume feedback from a recruiter or career adviser or even a friend who works in house that may look at your materials and provide an objective opinion. The initial contact is based on resume generally and I have had interest based on my LinkedIn profile and a few came in when I applied directly on the company career page. Passing the next rounds is a different ball game.

With that profile you should be getting calls from recruiters - is anyone reaching out to you through LinkedIn? That’s how I landed my last position in-house. The other route is getting a referral from someone at the company - perhaps a client you have worked with is now hiring in-house and would love to bring your expertise on board.

I was a foreign attorney and made a move in-house in the US. I just felt networking was the only thing I could do. Got coffee with several in-house attorneys every month to get advice (resume corrections and interviewing skills) and potential mentorship. You can also reach out to people on LinkedIn. Just applying online for jobs is okay but sometimes you need those connections to direct you towards job openings that may not be open to the public. You’d get there soon - good luck!
