My sister had received an offer letter for the "Functional Consulting - Analyst" role on 7th September, 2021. Been over a year now but have not heard back anything.

Although when we were able to get in touch with an HR, we were assured that we would be receiving a call letter after a month/week but that was 4-6 months back... No correspondence since then.

He just told me that if I wanted money for my project, I'd have to go through some kind of committee process and submit an application for funding from them.
