Has anyone installed sound-proofing windows? Can they really block 95% of noises? I just saw a condo that checks all the boxes except it’s on a busy street and there is a constant noise from buses, trains and cars. Windows seemed old and may not have been replaced for over 15-20 years (but it’s double pane). I can also install sound absorbing curtains on top of that.

I’m looking to purchase a home. I have enough for 20% down and I qualify for a traditional mortgage but my dad suggested he lend me the full cash to make the sale that way I have more negotiating room and can close faster. Help! I moved into a new apt building in November. rent here is about 3k but avg rent in this area is way less.
