Both countries are fabulous in terms of populations who love kids and are really patient with them in public places. I traveled to Greece as a kid with my family, which was fantastic, and my mom still remembers how loving and friendly everyone was to me on various islands. And I took my kids to Italy when my youngest was just shy of four, and it was a great experience. We were careful to build in time for running around in parks and didn’t try to force him into situations (like silent museums) that were not child-friendly, and we certainly protected naptime. but overall, a great vacation.
One thing to consider is that various locations are going to be easier to navigate with a stroller – not Venice, I can tell you – and some places will have more playgrounds and quieter streets than others. We absolutely love Lucca in Italy for that reason – it’s a great little town overall, and super kid-friendly. You can even rent bikes with little seats on the back to ride around the top of the medieval wall. And Florence is good with kids, too - there’s a wonderful garden (Boboli) where he could run around, a carousel in Piazza della Repubblica, and just generally room to roam. And certainly some Greek islands would be more kid-friendly than others. I would not necessarily hit Mykonos or Santorini, but Crete is fantastic.

Just got back from 3.5 weeks in Germany, Spain/Southern France and Italy with a 3 year old and 1 year old. I've never been to Greece but Italy was great for the kids.
You can do everything you did pre-kids (seeing old ruins, etc) but we made sure to add in some parks and fun kid activities to make it fun for them. We had a car so we would go to the grocery and get some picnic stuff for the park. My sons may have consumed too much gelato in Italy but loved every bit of spending all day with the two of us.
Not Rome but we did Florence and the surrounding areas. We didn't plan very much in terms of destinations but made it fun where if we went by a park our kids would get excited and ask to go play for a minute. We were surprised how many parks there were everywhere we went compared to where we live here.
If you get a car, be mindful of the luggage PLUS the stroller. Even the umbrella strollers take up some space in the compact SUVs they rent out in Europe.

I just went to Italy and Greece recently and I enjoyed Greece much more. We were in Athens and Santorini. The food is better and cheaper than Italy. The scenery is beautiful. In Greece there isn't really sidewalks so you would probably want to rent a car.
Italy is mostly just walking around to see the historic sites with lots of cobble stone and stairs so I don't think it would work well for a stroller or a 2.5 year old to walk.

Yes, I was just there like last week. Because it's so big I would recommend getting a car so you can drive from athens to the temple of poseidon and other cool things or booking an airbnb activity so someone will take you. The locals all say that the best beaches are not in athens.
Honestly, I’d look at it this way. Sounds like you eventually want to do both. Neither Greece nor Italy, assuming you do the touristy stuff, is great for strollers. Kid is not going to remember anything at 2 1/2, so which would you want them to remember later ? Been to both, and would recommend Greece for later.
@Manager1, what advice should I be ignoring?
We took our 18 month old to Italy and she loved it. In general Italians were also super kind and understanding. We went to Venice and she loved all the bridges and boats and water

Greece is huge, want to narrow it down a bit? Athens has a nice beach area and some of their islands are perfect for kids, incredible beaches and fantastic food.
