What do strategy recruiters like Tangerine do exactly? If I’m interested in switching jobs, do I just reach out to them and detail my general interests? Is this better than applying to jobs on my own?

I have 6+ & 7+ YOE in HR & L&D, but I’ve applied to hundreds of jobs over the last 6 months and can’t seem to get a single interview. I’m feeling a little defeated, and every time I google agencies I get responses saying they only work with companies. Alternatively, if there are any seasoned vets out there willing to look over my resume and/or help deconstruct with me, I’d very much appreciate it!
