Hamburg! Lived in HH for a few years. It’s my favourite place in Germany (I’m German). Had a client in Düsseldorf so traveled there a lot and while it’s nice, I’d also chose hamburg if I had to.
Hamburg - its much bigger than Düsseldorf, more areas to explore, more interesting history, cool bars and clubs, it's got the harbour etc etc etc

Düsseldorf - Theres more todo and good Transport connections to go see things
I don’t know what the COVID restrictions these days are in Germany but in the part Dus was a bit more fun with the clubs and restaurants. Also it’s very close to Cologne so you can do sightseeing in both really. Weather is generally a tad nicer as well
Either is great. Old town Düsseldorf and koenigsallee are awesome but then there the reiperbahn
