It's not a limit on what can be in there, it's a limit on how much will earn interest, so you don't have to withdraw if you don't want to.
To clear this up. You can have a balance of over $100k and earn interest. It’s just up to $100k.
Was the 99k this quarter or last? If the latter, take out a couple grand and you’ll be fine, but you’ll need to increase your contribution in order to keep playing the game. If the former, you’ll need to take a hit (0%) next quarter, and build back up.
I’m sure you can (or someone has) modeled out the most efficient way to contribute/withdraw. For me, I’m simple, so I contributed like $96k last quarter, and $200/paycheck since and plan to withdraw enough (to stay over the 20%) to get me back around $97k at the end of this quarter and will rinse and repeat.

Interest earned for the quarter appears to count towards the “inflow”. So you’d be able to take 80% of that out, but that likely wouldn’t be enough to keep you below the threshold for long, as you’re earning around $250/mo.
At some point, you’ll need to take a 0 interest hit in a quarter to reset, if you don’t want to keep a balance above 100k.
