In Deloitte , Relocation assistance 40k is applicable for all people who joins newly? It's not mentioned in offer letter..but my HR says once I submit my bills related to travel, it would be added to my account.. Is that true? Is it happened same to anyone

I've an offer from a company (Big 4), and serving notice period in current company (Again Big 4). In the meanwhile if I apply to other companies, is it a good thing to tell them that I've a offer in hand? So that they can expedite the process and may incline more to provide an offer thinking that I already have one (so one company thinks that good for this money) or is that negative? That company will think why am I looking out even with an offer in hand.
