Did you ask for the promotion or the raise? If not, take what was given and include your goals/request in the next review. Don’t be that guy who’s getting nice things and finds a way to complain about it.
Yes you can always negotiate. The worst they can say is no. Google how to ask, seriously it’s helpful. Write it down if you need to. Ask around the office what other people at your level are making(that’s OK too). Look online at salaries and be prepared to state your case. You deserve it.
I don’t find it fair that the other person is making more then you are if your both at the same skill level. Are you getting paid a fair salary within the market? If you are not. You can start with that opener

It's probably a long shot, usually when you get promoted they say this is a "good thing, be happy." Just remind them that you are happy with the recognition of your hard work, but want to make sure you're not starting in this new position at a salary level that's not competitive with the industry and sets you back too far when the next promotion comes.
You could already be at the top of the range for the level.

How do you know what someone else is getting? You shouldn’t. You can’t negotiate with this low of a title when you’re getting a promotion. Ask if you can set goals for your next raise.
It’s up to each person to start a job as a good negotiator. If someone else is getting paid more and you happen to find out about it chances are they know how to negotiate. Salaries are private info. Companies would list them on your nameplate if it was an appropriate thing to do but it’s not. Know your worth and know how to ask to be compensated accordingly. This isn’t kindergarten where we get to complain because someone has a red crayon and we don’t.
