Mention upfront that your rates have increased, provide an estimate of services and allow them to decide if they want to proceed. As long as you are reasonable and provide them with everything before you start the project it is usually not a problem.

More specifically, do I need to provide some sort of justification?
As an independent contractor I always submit a "proposal" for the project duration with agreed upon scope, rate, terms, etc. If my rate goes up I just give them a quick heads up in the body of the email.
No, you do not need to justify it. But like don't raise it every 2 months.
